Division Manager of Programming

Position: Division Manager of Programming
Department: Parks and Recreation


Salary: $50,000 annually


Nature of Work:
The Recreation Manager serves as a key member of the Parks and Recreation leadership team, responsible for developing, implementing, and managing a comprehensive range of recreational programs and community services. This position supports the Director by overseeing program operations, budgets, and staff to ensure that programs are engaging, inclusive and of the highest quality.


The Recreation Manager directly manages programming staff responsible for adult sports, youth sports, arts programming, innovative initiatives for young adults, therapeutic recreation for individuals with special needs, and senior adult programming. The position also assists with citywide events, community engagement, and marketing efforts to strengthen the department’s connection to residents and enhance quality of life throughout the city.


The role is both administrative and hands-on, requiring strong leadership, organization, creativity, and adaptability across office, recreation, and outdoor environments.


Examples of Work:
Program Oversight & Staff Management
• Supervise and coordinate a team of recreation staff responsible for adult sports leagues, youth athletics, arts and cultural programming, young adult activities, therapeutic recreation programs, and senior adult services.
• Provide leadership, training, scheduling, and performance evaluations to ensure consistent and high-quality program delivery.
• Support a team culture that values collaboration, innovation, and exceptional customer service.
• Serve as an instructor or lead facilitator when necessary to support program areas or fill staffing needs.
Budget & Resource Management
• Develop and manage program budgets, monitor expenditures, and ensure fiscal accountability.
• Identify funding opportunities, partnerships, and sponsorships to support program growth and sustainability.
Program Development & Implementation
• Plan, implement, and evaluate innovative programs that meet community needs and promote physical, mental, and social well-being.
• Lead the planning and execution of summer camps and other seasonal offerings, including curriculum design, staffing, and operational oversight.
Community Engagement & Partnerships
• Conduct needs assessments and gather community feedback to inform programming priorities.
• Build and maintain partnerships with schools, universities, community organizations, and local businesses to expand program opportunities.
Event Planning & Coordination
• Assist in planning and managing citywide special events, including logistics, volunteer coordination, and public engagement.
• Ensure events are inclusive, accessible, and reflective of community values.
Marketing & Communications
• Coordinate and create marketing efforts, including flyers, brochures, and social media postings, to promote programs and events.
• Maintain a consistent and engaging online presence to increase awareness and participation.
Safety & Compliance
• Ensure all programs comply with applicable safety standards, permits, and risk management protocols.
• Promote a safe, welcoming, and inclusive environment for all participants and staff.
Leadership & Culture
• Foster a positive and collaborative workplace culture grounded in respect, kindness, and accountability.
• Support staff professional development and create opportunities for innovation and teamwork.
Seasonal Program Leadership
• Direct and oversee the City of Hattiesburg’s summer camp program, including recruiting, hiring, and training staff.
• Develop partnerships with schools and universities to enhance program curriculum.
• Conduct post-program evaluations and prepare comprehensive reports.
• Support additional seasonal programs during spring break, fall break, or other identified community needs.


Qualifications:
• Bachelor’s degree in Recreation Management, Education, Sports Administration, Public Administration, or related field required.
• Minimum 3–5 years of experience in program management and staff supervision preferred.
• Experience working with diverse populations, including individuals with special needs and seniors, strongly desired.
• First Aid, CPR, and AED certifications preferred (or ability to obtain).
• Proven skills in leadership, communication, budgeting, and program or event planning.
• Proficiency with standard office software and recreation management systems.
• Commitment to fostering a culture of inclusion, service, and community engagement.
• Flexibility to work evenings, weekends, and holidays as required for programs and events.
• Valid driver’s license required.
