Job Description: Solely responsible for the implementation, execution and monitoring of the WIOA Out-of-School Youth grant objectives and participant objectives. Provides career counseling, job readiness training, job search and placement assistance, case management, and training/re-training and follow up services to WIOA eligible out of school youth within Harrison County. The success of this position is dependent on being able to achieve grant goals, performance metrics and ensure enrollment compliance.
Job Duties:
1. Market and recruit eligible youth for program services.
2. Determine youth eligibility for program entry as defined by WIOA requirements.
3. Complete Intake Packet and all required forms and submit to the Twin Districts Workforce Area in a timely manner.
4. Administer Test of Adult Education (TABE) as needed.
5. Administer ACT WorkKeys assessments as needed.
6. Develop plans for tutoring, work readiness, and academic enrichment for program participants.
7. Prepare participants to participate in work experiences by reviewing with them both the hard and soft skills needed to obtain and maintain employment.
8. Provide training for the Youth Program Elements of WIOA.
9. Schedule all HSE testing for participants.
10. Assist youth in accessing advanced training, employment, and/or post-secondary education opportunities.
11. Maintain participant attendance records and accurate case notes for each participant concerning participation in tutoring and work readiness or academic enrichment.
12. Recruit Industry partners to develop youth work experience opportunities.
13. Select and schedule outside presentations as needed.
14. Update Individual Service Strategy for each participant.
15. Provide custom workshops and assessment sessions for other groups as requested.
16. Arrange after youth program contact information database and follow up procedures.
17. Maintain monthly status changes, monthly and quarterly reports.
18. Maintain confidentiality as it pertains to participants.
19. Order all program supplies as needed.
20. Attend MGCCC and WIOA meetings as directed.
21. Adhere to the Mississippi Gulf Coast Community College calendar, policies and procedures.
22. Adhere to the Workforce Innovations and Opportunities Act policies and procedures.
23. All other duties as assigned by MGCCC administrative designee.
Mandatory Qualifications:
M1) BS in Counseling, Education, or related field.
M2) Classroom Teaching Experience.
M3) Excellent written and interpersonal communication skills.
M4) Proficient skills in basic internet and email, & Microsoft Office.
M5) Professional/Employability skills teaching experience.
Desirable Qualifications:
D1) 2 Yrs experience in teaching/training youth.
D2) Demonstrated experience in serving youth in achieving Career Pathways.
D3) Experience teaching WIOA classified youth ages 16-24.
D4) Community College/ SCT Banner/Canvas Experience.
