   Position Purpose: This position will promote family welfare and parent involvement programs and support the implementation of the family partnership process. Operate as a liaison between classroom and home settings in the area of education, child development, and mental health.

 

Essential Job Responsibilities 

• Recruit and enroll eligible children and expectant mothers to ensure that Head Start assigned enrollment includes children with disabilities.

• Regular and predictable attendance is a requirement of the job.

• Assist and support recruitment activities in the community.

• Supports staff in establishing relationships with community partners and identifies resources that can be made available to families.

• Works with the center staff to develop and utilize a child tracking system for eligibility, recruitment, selection, enrollment, and attendance (e.g., HSFIC, Child Plus, Child Tracks, etc.).

• Verify the age and income of families according to MAP’s Procedures and guidelines.

• Replace vacancies according to procedures to ensure that the center maintains full enrollment.

• Assist with the preparation and mailing of parent surveys.

• Assist with the preparation and distribution of recruitment materials.

• Implement the Agency’s attendance plan policies as outlined in the Attendance Plan.

• Track attendance of children in assigned caseload in accordance with attendance policies and procedures; record in computerized system.

• Manage a minimum caseload of 40-60 families.

• Assess each family at intake to determine family needs as well as individual family member goals.

• Utilize the individualized goal-setting process to link families with community resources to meet family needs (health, disabilities, nutrition, social services, mental health, etc.

• Assist families in the development of Family Partnership Goals and other necessary follow-up.

• Assess family goals and provide recommendations and referrals for relevant community resources.

• Maintain monthly contacts, i.e., phone calls, group activity, home visits, and classroom visits to promote partnership building and provide for regular communication.

• Monitor progress on Family Partnership goals.

• Provide crisis intervention as needed.

• Prepare and distribute follow-up containing pertinent information requested by the family in a timely manner.

• Assist with kindergarten transition of child and family out of Head Start.

• Promote family literacy.

• Attends all parent meetings and activities.

• Positively promotes Head Start in the Community.

• Become thoroughly familiar with and adhere to the MAP Head Start Employee Handbook, Human Resources Policies and Procedures, MAP Head Start Operations Manual, and all other MAP HS handbooks, manuals, and resources.

• Maintains strict confidentiality regarding Head Start/Early Head Start children, families, and staff in accordance with established policies and procedures.

• Work with parents to establish and maintain regular attendance for their child.

• Arrange for and make home visits within two weeks of the infants' birth to ensure the well-being of mother and child; record results of visits in manual and computerized records within two (2) days of the visit.

• Plan and facilitate parent orientation to the program and assist the Center Administrator in implementing the center’s governance reorganization activities as requested.

• Advocate and collaborate with community agencies to support child, family, and agency outcomes

 

Prevention and Early Intervention

• Assess health status of each child and expectant mother in the assigned caseload in conjunction with enrollment intake no later than two (2) workdays of the child’s enrollment

• Maintain regular contact with children in the classroom setting.

• Participate in referral and Special Education (individual family service plans/IFSP) processes as needed.

• Maintain ongoing contact with teaching staff in order to share relevant home information and gain information regarding child performance in the classroom.

• Provide information relative to Head Start health and nutrition requirements; support families in completing vaccination, physical, dental, and nutrition screenings.

• Schedule appointments for screenings with 45 days of child’s enrollment; record in manual and computerized record immediately.

 

Active Supervision Duties:

Applies anytime you are working with children:

• Understands and implements all required policies and procedures related to the active supervision of children at all times, including:

o Observation of the environment, evaluating that children have a place to play and they can be observed and listened at all times.

o Continuously scan & count for children under care and reports accurate number when asked.

o Listen to children at all times to identify potential danger, like specific sounds or the lack of any sound that may trigger an action. 

o Develops knowledge to the children under care to anticipate their behavior, performing wellness check and being proactive and avoiding putting children in danger.

• Collaborates with the Bus Driver in teaching children the correct safety procedures for boarding and exiting a bus as well as the danger zones around the vehicle.

• Checks independently from the bus driver that the bus is empty at the end of each run and that all children are accounted for.

• Interacts with children throughout their time on the bus to extend and reinforce classroom learning.

• Ensuring that indoor and outdoor equipment and facilities are clean and do not present any hazards.

• Ensure that classrooms and centers are equipped with safety supplies that are readily accessible to staff.

• Request health supplies/equipment and forms for the center.

 

Physical/Mental Abilities and Processes

• Frequent /significant decision and problem-solving ability.

• Ability to work as a team member, collaborating with parents and community resources.

• Frequent driving for home visits, sometimes in outlying areas.

• Regular kneeling, bending, and sitting on the floor to attend to the child’s needs.

• Occasional lifting up to 50 lbs.

• Must be able to work independently without intensive supervision.

• Must be able to balance and prioritize workload and have strong time management skills.

• Travel time to make contact with families and agencies is required.

• Travel by car, bus, airplane or train may also be required associated with attendance at conferences, meetings and other duties carried out at distant locations in and out of state and in some cases where some overnight travel may be required.  

• Local travel in the middle of the workday will be required for the above, as well as site visits and home visits. 

• May occasionally need to provide gentle physical restraint to children in compliance with Head Start Performance Standards.

• Some exposure to communicable diseases.

• Noise level in the work environment may be moderate to loud.

• Some evenings and weekend work may occasionally be required for events such as home visits, parent-teacher conferences, Parent Committee meetings, etc.

 

Requirements:

Knowledge/Skills/Experiences

• B.S. Degree in Social Work with Social Work, Human Services, Psychology, or a related field that includes coursework in the principles of social work, child development, counseling, and/or psychology is preferred.

• Minimum of two years experience in a family social services setting preferred, including knowledge and experience relating to community resources for referrals to families in need of services.

• The skill and willingness to deal with sensitive family situations in a non –threatening and professional manner.

• Ability to set and maintain professional boundaries with families.

• Knowledge of early childhood education and intervention preferred.

• Computer literacy and familiarity with various applications such as word processing, e-mail, and the Internet.

• Excellent written and verbal communication skills.
