Job Summary
The Program Manager serves as coordinator and manager for research and related programs under the framework of USM's Roger F. Wicker Center for the Ocean Enterprise. The role will oversee research, development, testing, and evaluation of ocean platforms and sensors including, but not limited to, un-crewed maritime systems (UXS), research vessels, satellite/remote sensing, and fixed or drifting/profiling sensors. The Program Manager will establish and lead an accredited calibration facility for oceanographic sensors at the Roger F. Wicker Center for Ocean Enterprise. This role oversees lab build?out, method development, accreditation through the National Institute of Standards and Technology's Laboratory Accreditation Program (NIST LAP), quality systems, staffing, customer engagement, and financial stewardship.
Primary Duties and Responsibilities
+ Provide strategic leadership for research, development, testing, and evaluation activities to advance and support integrated uncrewed systems research across multiple units and disciplines.
+ Perform project management and principal investigator functions in grant proposal development and project reporting, including planning, organizing, and executing new and existing research programs, with an emphasis on data science initiatives.
+ Develop system and interface control design specifications and comprehensive project management plans, incorporating configuration management, maintenance, information technology, logistics, and sustainment engineering aspects related to uncrewed systems and other emerging technologies.
+ Direct and oversee technical staff with expertise in oceanographic sensor operation and data production, ensuring high-quality performance and alignment with project goals.
+ Establish and implement training plans, competency matrices, and method qualification/validation processes to ensure staff proficiency and compliance with technical and operational standards.
+ Coordinate with academic units and federal agencies to support Uncrewed Maritime Systems training, education, and collaborative initiatives.
