Director, Delivery & Operations
**Job Description**

The Federal Consulting team seeks a Director of Delivery & Operations to coordinate cross-functional operating improvements and resolve delivery-impacting risk across the Oracle Health Transformation Office. This is a hands-on operational leadership role - not a takeover of the day-to-day delivery execution already owned by existing teams. This role owns operational uplift, deployment-phase reporting needs, and delivery risk enablement, working across functions to remove the friction that slows delivery.

The Director of Delivery & Operations drives operational improvement initiatives that reduce delivery friction, surfaces delivery risk early through gateway, governance, adoption, and readiness KPIs, and partners with key stakeholders to resolve issues that threaten deployment pace, quality, or readiness. The result is a faster, more consistent, and more measurable delivery operation, with clear escalation paths for recurring operational issues.

**Job Responsibilities Include**

+ Drive operational improvement initiatives that reduce delivery friction across Federal Consulting.

+ Define deployment-phase reporting needs for the executive dashboard.

+ Identify and resolve operational blockers that threaten deployment pace, quality, or readiness.

+ Track whether operational process improvements reduce cycle time and manual effort.

+ Surface delivery risks early through gateway, governance, adoption, and readiness KPIs.

+ Define escalation paths for recurring operational issues and partner with Technology and AI to automate workflows.

+ Partner with the Change Lead on employee sentiment signals where adoption or operating model changes are creating friction.

+ Coordinate improvements across functions without taking over day-to-day delivery execution already owned by existing teams.

**Basic Qualifications**

+ At least 10 years of total combined related work experience and completed higher education, including experience in delivery operations, program management, consulting operations, or enterprise process improvement.

+ Proven track record driving operational improvement initiatives that measurably reduce cycle time, manual effort, or delivery friction.

+ Experience coordinating cross-functional issue resolution across IT, security, finance, deal desk, and delivery teams.

+ Demonstrated ability to identify operational blockers and define escalation paths for recurring issues.

+ Strong understanding of deployment readiness, resource enablement, and operational KPIs such as gateway, governance, adoption, and readiness metrics.

+ Experience defining reporting needs and translating operational signals into executive-ready visibility.

+ Ability to coordinate improvements across functions while preserving ownership held by existing delivery teams.

+ Ability to obtain Federal security clearance (Public Trust) necessary for this role, which requires being a US citizen and residing in the US.

+ High attention to detail, precision, and an unwavering commitment to delivery outcomes and measurable impact.

**Preferred Qualifications**

+ Prior experience in Oracle Health, healthcare IT, Federal Consulting, or federal healthcare delivery environments.

+ Experience supporting VA or other federal deployment programs.

+ Project Management Professional (PMP), Lean Six Sigma, or related process improvement certification.

+ Ability to inspire cross-functional teams, uphold operational standards, and mentor junior team members.

**Travel requirements:** 20%

**Range and benefit information provided in this posting are specific to the stated locations only**

US: Hiring Range in USD from: $91,400 to $187,000 per annum. May be eligible for bonus and equity.

Oracle maintains broad salary ranges for its roles in order to account for variations in knowledge, skills, experience, market conditions and locations, as well as reflect Oracle's differing products, industries and lines of business.

Candidates are typically placed into the range based on the preceding factors as well as internal peer equity.

8. Paid time off: Flexible Vacation is provided to all eligible employees assigned to a salaried (non-overtime eligible) position. Accrued Vacation is provided to all other employees eligible for vacation benefits. For employees working at least 35 hours per week, the vacation accrual rate is 13 days annually for the first three years of employment and 18 days annually for subsequent years of employment. Vacation accrual is prorated for employees working between 20 and 34 hours per week. Employees working fewer than 20 hours per week are not eligible for vacation.
