Director, Strategy & Governance
**Job Description**

**Overview:**

The Federal Consulting team seeks a Director of Strategy & Governance to own governance, decision velocity, and portfolio alignment across the Oracle Health Transformation Office. This is a hands-on governance leadership role that creates the governance structure, central issue visibility, decision discipline, and portfolio alignment needed to keep transformation initiatives moving at pace. This role keeps leadership focused on the central question: what decisions or blockers threaten acceleration, and who must act now.

This role manages the Transformation Office governance model and operating rhythm, defines governance criteria, escalation SLAs, and decision-aging thresholds, and owns central issue tracking for enterprise blockers, dependencies, decisions, and escalations. By maintaining the executive decision log and a portfolio view of key initiatives, the Director of Strategy & Governance identifies where decisions, blockers, or dependencies are slowing progress and ensures steering materials are decision-oriented, not status-only.

**Job Responsibilities Include**

+ Manage the Transformation Office governance model and operating rhythm.

+ Define governance criteria, escalation SLAs, and decision-aging thresholds.

+ Partner with the APEX Lead to ensure decision, issue, and escalation data are reflected accurately in the executive dashboard.

+ Own central issue tracking for enterprise blockers, dependencies, decisions, and escalations.

+ Maintain the executive decision log with owner, due date, status, risk, and impact.

+ Identify where decisions, blockers, or dependencies are slowing progress.

+ Maintain a portfolio view of key initiatives and strategic alignment.

+ Define escalation criteria for moving issues from workstream management to executive review.

+ Ensure steering materials are decision-oriented, not status-only.

+ Track aging issues and force clarity on ownership, next action, and intervention.

+ Manage enterprise issues, decisions, and portfolio alignment without managing workstream task execution.

+ Speak clearly to risks and issues, including the underlying blockers.

**Basic Qualifications**

+ At least 10 years of total combined related work experience and completed higher education, including experience in governance, program or portfolio management, transformation, or consulting operations.

+ Proven track record building and running governance models, steering cadences, and executive decision processes.

+ Experience maintaining central issue, decision, and escalation tracking across a complex enterprise program.

+ Demonstrated ability to define escalation criteria, SLAs, and decision-aging thresholds that drive decision velocity.

+ Strong understanding of portfolio management and strategic alignment across multiple initiatives.

+ Ability to force clarity on ownership, next action, and intervention while speaking clearly to risks and blockers.

+ Ability to obtain Federal security clearance (Public Trust) necessary for this role, which requires being a US citizen and residing in the US.

+ High attention to detail, precision, and an unwavering commitment to decision discipline and accuracy.

**Preferred Qualifications**

+ Prior experience in Oracle Health, healthcare IT, Federal Consulting, or federal healthcare delivery environments.

+ Familiarity with gateway criteria, adoption criteria, and readiness metrics across a transformation program.

+ Experience partnering with an Executive Sponsor and senior leaders to drive cross-functional decisions.

+ Ability to inspire cross-functional teams, uphold governance standards, and mentor junior team members.

**Travel expectations: 20%**

**Range and benefit information provided in this posting are specific to the stated locations only**

US: Hiring Range in USD from: $91,400 to $187,000 per annum. May be eligible for bonus and equity.

Oracle maintains broad salary ranges for its roles in order to account for variations in knowledge, skills, experience, market conditions and locations, as well as reflect Oracle's differing products, industries and lines of business.

Candidates are typically placed into the range based on the preceding factors as well as internal peer equity.

8. Paid time off: Flexible Vacation is provided to all eligible employees assigned to a salaried (non-overtime eligible) position. Accrued Vacation is provided to all other employees eligible for vacation benefits. For employees working at least 35 hours per week, the vacation accrual rate is 13 days annually for the first three years of employment and 18 days annually for subsequent years of employment. Vacation accrual is prorated for employees working between 20 and 34 hours per week. Employees working fewer than 20 hours per week are not eligible for vacation.
